The LH Martin Institute is pleased to bring you this update on recent activities and advice on forthcoming programs and opportunities.
During July the Institute has successfully delivered the first module of the new Research Leadership program and specialist seminar The Changing VET System: Implications for Victorian TAFE
. In addition in collaboration with ACER we presented a Leading Learning in Institutional Change seminar featuring Professor George Kuh from Indiana University, USA and in collaboration with the CSHE
the second in a series of three Tertiary Education Policy Seminars.

New Publication: Systems of Higher Education, Research and Innovation: Changing Dynamics

Edited by Lynn Meek, Ulrich Teichler and Mary-Louise Kearney this new report was commissioned by the UNESCO Forum on Higher Education, Research and Knowledge. The Forum was established in 2001 to follow up the outcomes of two major UNESCO conferences: the 1998 World Conference on Higher Education and the 1999 World Conference on Science. The Forum provided a global platform for critical engagement with research issues and findings; to help chart, analyse and broaden understanding of the systems, structures, policies, trends and developments in higher education, research and innovation.
This Report marks the conclusion of the first phase of the Forum’s activities. The Report takes stock of the numerous and rapid changes of the past decade, identifies new trends in global knowledge systems, and synthesises the Forum’s main findings. Earlier this month Lynn Meek attended the 2009 UNESCO World Conference on Higher Education in Paris at which the Forum report was presented. The Senior Strategic Leadership program is intended for experienced senior leaders at the level of Dean/Executive Dean or Pro-Vice Chancellor, and Registrars/Chief Operating Officers and senior administrators. It focuses on the challenge of establishing strategic direction in the current dynamic tertiary education environment and engaging others in the future direction of the organisation.
Participants on this program will be working alongside experienced senior academic leaders and administrative managers. Participants are expected to have experience managing staff, including responsibility for performance management and substantial budget responsibility. The program facilitated by Professor Sharon Bell will draw on some of the most senior and dynamic leaders in the tertiary sector including: Professor John Hay (mentor in residence), Professor Bill Massey and Professor Sue Richardson.

The LH Martin Institute, in collaboration with ACER and CHEMP, are pleased to announce the 2009 international conference: The Attractiveness of the Academic Profession: the Management Challenge.
It is by now well recognised that we will be facing an exodus of senior academic staff over the next 5-10 years. With the system set for further expansion in the wake of the Bradley Review and the government’s response, the question of how we will be able to balance these challenges will be critical. Based on an international comparative study of 20+ countries undertaken over the period 2007-2008, the conference will be the first opportunity to explore the full international dataset generated by the study.

European Higher Education Study Tour for Australian and New Zealand Senior Executives

Brussels (BE) – Valencia (ES) – Glasgow (UK) – Paris (FR)
European Higher Education has been undergoing major transformation over the last decade, and these policy changes and their implementation at institutional level will be at the core of this innovative study tour program.
Developed as part of a three year EU funded Erasmus Mundus project, this one week long program will give participants the opportunity to speak directly with key players regarding how European universities are operating in a highly dynamic context in which supra-national policies increasingly impact on universities, their institutional governance and management.
Sessions will focus on:
• Key issues in education (the implication of the Bologna Process, joint degree programs, quality standards, as well as equity and access)
• Research and innovation (knowledge transfer, responsiveness to industry and society)
• Trends in European higher education, and how the impact of this is managed at the institutional level.
Particular aspects of university governance and institutional management (strategic profiling, financial sustainability and reaching out to society) will be addressed throughout the program.

In collaboration with the CSHE, the LH Martin Institute is pleased to be presenting a series of three public seminars.
The second seminar, Participation and Equity: What are the cross-sectoral implications of the Bradley targets for expansion and equity? featuring Professor Richard Teese, Professor Peter Dawkins and chaired by Professor Liz Harman
was held last night. Audio and video recordings of the seminar series will be avaliable on our webiste. The final seminar Quality, Standards and Regulation: The start of a new era is scheduled for August 31.

Budgeting & Financial Management for the Education Sector

Leading and managing within a tertiary education context brings particular challenges and requires unique understandings of how organisations operate, and the financial systems which support their activities. This program provides an opportunity for those responsible for managing financial resources to enhance their understanding of financial systems, tools and processes and optimise their use in improved management and strategic planning.
Tailored to the tertiary education environment and utilising a series of related case studies, the course will focus on how each session relates back to participants’ individual situations and responsibilities. Participants will gain a greater understanding of how financial decisions impact on departments, faculties and the organisation.

This five day residential program is designed for new and aspiring managers who are keen to develop their understanding of the tertiary education system in this changing political, economic and social environment.
The program will feature guest speakers who have wide experience in tertiary education who will share their insights and facilitate discussion sessions. Participants will have the opportunity to explore key issues through group activities, focused interest sessions and networking.
This program is aimed at HEW Levels 5-7 or equivalent teaching and academic positions, such as tutors, research assistants and associate lecturers.

The tertiary education sector is a unique, complex and changing environment in which to lead and manage. This interactive three day course will increase the expertise and confidence of middle level staff who lead change processes in tertiary environments. This highly interactive course combines frameworks and tools with their practical applications to real situations, drawing on case studies, research, and the experience of participants. Participants will examine their individual situations and work through some of the challenges they face in their own organisations.
